Core rule: section 17(7) addresses eligible stock held at registration. Rule 43 requires an application in the prescribed format within 15 days of registration, with stock details, relevant tax invoices or import documents from up to one year before registration, and other evidence. The claim requires the tax officer's approval.

Example: eligible taxable resale stock remaining at registration has purchase value NPR 100,000 and documented VAT NPR 13,000. That NPR 13,000 may support an opening-stock claim if all conditions are met; it is not automatically credited merely by entering the amount in the first return.

Reconcile physical stock with invoices and identify which goods remain on hand. Earlier rent, consumed supplies or already-sold stock should not be swept into this claim simply because VAT was paid.

Do not claim tax already deducted elsewhere. Preserve the application, approval and supporting schedule.
